Why was Shanks' bounty price lower in the past

Shanks is known as a New World Emperor whose fighting abilities are still a mystery, Shanks' bounty price is  also quite high even though the pub is still under other  New World Emperors such as Kaido , Big Mom or  Whitebeard . Then what is the cause of Shanks' bounty price  still below them, here's the discussion   

Although he is a  New World Emperor , but  Shanks does not seem to be a serious threat to the world government and also the navy,  Shanks is indeed known as a person who does not pose a serious threat to the world government.  

You could even say  Shanks prefers to spend time partying for the pleasure he wants, and this could be one of the reasons why Shanks' bounty price is  quite small.  

And this was different from the  other New World Emperors they had once posed a serious threat to the world government. Examples are Whitebeard ,  Kaido and also  Big Mom , they are members of the Rocks pirate group who have big names and also threaten the world government.  

This is why Teach, who had given trouble to the world government by releasing many Impel Down prisoners, managed to get a significant increase in bounty prices, even though the value he had was still below Shanks' bounty price  .

In addition, it can be said that Shanks' fleet  does not seem to show much desire to be a trouble maker and this is different from  Whitebeard ,  Kaido or  Big Mom who have many members. this could also be the reason that made them the emperors of the new world world which had a very high head price.   

And keep in mind is  Shanks also seems to be close to the world government and navy,  Shanks has been seen meeting the Gorosei in Mariejoa. And this is a moment that is quite surprising because a pirate is able to meet the Gorosei who incidentally is their enemy.  

Not only that, Sengoku has also complied with Shanks' request  to stop the Marineford war. And it could be that this shows  Shanks could have some connection with the world government. And that's why Shanks' bounty price is  quite small even though he has quite a great fighting ability.
